Matthew A. Neetz, 37, of Emmaus, was charged with alleged possession of a controlled substance, possession of drug paraphernalia and public drunkenness after police received two calls reporting Neetz allegedly was acting strangely while walking in the neighborhood of the unit block of South Third Street.
