UPPER MILFORD TOWNSHIP SUPERVISORS

Upper Milford supervisors at their Feb. 16 meeting tabled action on Phase 1B and 2 of the Fields at Indian Creek, after expressing frustration with the many changes the developer, Kay Builders, has made to the plans.

“I’ve had it with this whole entire plan,” Supervisor Robert Sentner complained regarding the proposed 55 and over community with more than 200 homes and townhomes.

Sentner twice made motions not to accept the plans for the two phases, but both motions died for lack of a second.

The development, along Cedar Crest Boulevard and Chestnut Street on the site of the former Indian Creek Golf Club, is mostly in Upper Milford but extends into Lower Macungie Township and the borough of Emmaus.

Phase 1A of the development has already been approved and five of the units are occupied, Planning Coordinator Brian Miller said.

Sentner charged the developer hasn’t even met the conditions of a resolution passed by supervisors in 2016.

“We were going to get a walking path and bridges and all he’s doing is building houses,” he said.

Supervisors Chairman George DeVault said, “I’m as sick as anyone of the constant changes,” but neither he nor Supervisor Daniel Mohr seconded Sentner’s motions not to approve the plans.

The plans for the next two phases, as submitted, included numerous conditions imposed by the planning commission.

Supervisors also complained about emergency access to the development because of the construction equipment parked there currently.

“You can’t drive an emergency vehicle in there,” Sentner charged.

The motion to table action passed 2-1, with Sentner opposed.

In other business, Township Manager Daniel DeLong received approval from supervisors to hire two or three part-time employees to assist as caretakers of the township parks on summer weekends. DeLong said in the past, parks personnel have been doing this work, but he believes it would be more cost-effective to hire high school or college students.

Supervisors also approved a resolution to permit the solicitor to bill developers for work he does related to plans they have presented to the township. Solicitor Marc Fisher said that can be authorized without changes to the township ordinances.

Also, Sentner suggested the Fire Company Steering Committee should be re-activated, perhaps only meeting quarterly instead of monthly. But he said, given the friction between supervisors and the fire companies in the past, perhaps the emergency management coordinators should handle the meetings. James Krippe, deputy emergency management coordinator, said he will discuss the suggestion with coordinator Bill Stahler.
