Waivers for land development plan discussed

The Lower Macungie Township Planning Commission meeting Sept. 13 had three land development projects on the agenda, but the meeting was shortened when representatives from two of the three projects did not speak as planned.

First to speak were Tim Siegfried and Brian Spray, who were representing Signature Personal Care and Memory Care, a senior living center planned to be built in Lower Macungie Township on part of the former Lower Macungie Middle School property.

Siegfried and Spray discussed a list of six waivers detailing issues the applicant has to deal with. The first waiver discussed involved bike lanes in front of the property. The bike lanes were originally in the right lane of the road, but Siegfried and Spray discussed having the bike lanes one foot from the edge of the right lane and possibly installing an easement between the right lane and bike lane.

Another waiver discussed involved the retention basin on the property. Siegfried and Spray explained the retention basin fits the requirement of having water return within 24 hours. They also discussed the slope of the retention basin meeting the 4-1 requirement.

Commissioner Doug Brown asked the representatives to bend the emergency spillway away from the middle school property. Currently the retention basin has an emergency spillway which directs excess water down the driveway and into the middle school property. Siegfried and Spray said the spillway could not be bent past a certain point, but there could be an additional spillway added going in another direction.

Two waivers involving the front of the property were discussed. The first waiver involved an easement between the road and trees on the property. The other waiver had to do with improvements that had to be made along the front of the property.

The final waiver discussed involved a walking path. The path in question would connect to existing paths along Spring Creek Road and would extend as far as the nearby shopping center. The applicant would pay $102,600 of construction costs for the walking path and the township would pay the remainder of the construction costs.

Another item on Lower Macungie Township’s schedule was land development on 7386 and 7368 Alburtis Road, but there was no discussion because representatives from the project were not present.

Lindsey Newton, of Newton Engineering, spoke on behalf of the land development project at 5354 Hamilton Blvd. Newton requested to push discussion back until the meeting next month. Newton said she needed the extra time to work out issues.

The plan is for doctors’ offices to occupy the property and a parking lot behind the building, according to Newton. In addition, she talked about wanting to connect to the main driveway where the traffic signal is. The planning commission was interested in looking at the division between urban and commercial areas.

The Lower Macungie Township Planning Commission meets 7 p.m. on the second Tuesday of each month. The planning commission also holds workshops on the third Tuesday of the month as needed. The meetings are held in the township municipal building at 3400 Brookside Road, Macungie.
