Police department receives $57,023 in grants in 2015

The Salisbury Township Police Department budget is a significant part of the township budget, but is offset somewhat by police department revenue and grants.

Based on a year-in-review report issued to the township board of commissioners, the 2015 police department budget was $1,888,150 of the township budget of $7,582,820.

Police department expenditures for 2015 were $1,912,555.70.

Police department revenue for 2015 was $91,183.54.

Fire inspection fee revenue for 2015 was $34,435.

Grant funds received were $57,023.30.

The police department purchased a 2015 Dodge four-wheel drive crew cab pickup truck for $27,550, plus $9,591 in emergency equipment for a total price of $37,091.

In 2015, patrol units traveled 189,283 miles, according to the 16-page report released by Salisbury Township Chief of Police Allen W. Stiles.

The 2015 police department staffing totaled 28, including Stiles and one detective, three sergeants, 11 full-time officers, two part-time officers, four part-time fire inspectors, two administrative assistants and four school crossing guards.

Township officers worked 3,496 hours of overtime in 2015. Part-time officers worked 1,866 hours in 2015.

Of the overtime, there was 216.5 hours in court, including 97.5 hours in Lehigh County Court, 65 hours in district court and 54 hours in Berks County Court (for a homicide trial).

The overtime cost in 2015 totaled $184,657.42. Of this, $32,392.96 was reimbursed to the township through grants and billing.

In 2015, the township police department, under the direction of Senior Patrol Officer Bryan Losagio, traffic safety coordinator, received $22,958.70 in grants.

These included:

$4,470.03, Aggressive Driving Enforcement from the Pennsylvania Department of Transportation

$3,226.75, Buckle Up Pa., also from PennDOT

$2,564.52, DUI Enforcement (roving patrols and checkpoints), from PennDOT

$12,697.41, Casino Grant, from Lehigh County

$18,186, Mobile vehicle registration reader system, also from Lehigh County Casino Grant

$15,700, Automatic Emergency Defibrillators, medical supplies, from St. Luke’s University Hospital EMS grant.

Traffic enforcement grants pay overtime of off-duty patrol officers for traffic enforcement in designated areas of the township.

There was a total of 3,173 traffic citations issued in 2015.

The results for 2015 were 647 vehicle stops, 684 traffic citations, one DUI arrest and four non-traffic arrests. Of these:

Aggressive Driving Enforcement: 233 vehicle stops, 260 traffic citations

Buckle Up Pa.: 124 vehicle stops, 135 traffic citations

DUI Enforcement: 15 vehicle stops, one DUI arrest, six traffic citations

Lehigh County Casino Grant: 275 vehicle stops, 283 traffic citations, four non-traffic arrests

The Fire Inspector Program in 2015 conducted 296 fire inspections and responded to 166 fire calls. Costs totaled $43,517.50. Of this, part-time wages were $39,017.50. Administration and training costs were $4,500.

The population of Salisbury Township is 13,505. There are 5,285 housing units. The township is 11.4-square-miles.
