Dustup continues regarding dirt track

The continuing saga of the dirt track at 8472 Carpet Road was on the Weisenberg supervisors meeting agenda this past Monday evening.

Board members heard from several residents who had questions on the situation.

Township Administrator Brian Carl, who visited the site, took noise readings and noted they were very loud.

The property’s resident agreed to place different mufflers on the machines to try and deaden the sound.

Carl revisited the property later. He took more readings and found the noise was still too loud.

He issued a notice of violation against the individual.

An appeal before the zoning hearing board is scheduled for 7:30 p.m. May 11 to hear the case.

Jason Benson asked about the zoning hearing board procedure and the status of the Lehigh Conservation District’s violations regarding earth removal.

Carl opined it is possible the property would need to be returned to its original condition.

Connie Finley asked if only the resident of the property would be charged for the violation or if the property owner would also be cited.

Solicitor Don Lipson replied both would be charged.

He also explained the procedure that must be taken to handle the matter.

Supervisors requested Lipson to attend the meeting in opposition to the appeal.

In other matters, bids were approved for upcoming road work in the township.

New Enterprise garnered the most bids with the following prices: No. 8 aggregate, $17,000; 2A aggregate, $9,250; No. 57 aggregate, $3,780; 3A aggregate, $1,080; No. 1 aggregate, $1,080; R5 rock, $1,795; anti-skid, $11,800 and cold patch, $17,100.

New Enterprise bid $3.95 per ton and $90 per hour for hauling. New Enterprise was also awarded the bid for paving Commerce Circle with a price of $98,993.30.

E.J.B. Paving Materials was awarded bids for 9.5 mm wearing course with a bid of $67,500 and $20,375 for 19 mm wearing course.

Lehigh Fuels will be supplying diesel fuel at the market price plus $.278 per gallon and 89 octane gasoline at market price plus $.315 per gallon. Asphalt Maintenance Solutions will supply the asphalt for a cost of $25,340 while A-1 Traffic Control will do Weisenberg’s line painting for $21,375.

Carl noted due to a slight delay, the Route 863 bridge project will not commence until April 21.

According to PennDOT, utility work between Exit 40 (Route 737) and Exit 45 (Route 863) will begin 7 p.m. April 14 and continue overnight until 6 a.m. the next morning.

There will be rolling slowdowns of traffic on I-78 East and West to allow First Energy to hang an overhead utility line.

The slowdowns will last between 15-20 minutes.

PennDOT advices motorists to use caution driving through the area.

While the work will take from four to five months, the bridge itself, which is being made in Altoona, should be in place by June 21.

Terry Shaner, owner of the property which houses State Street Notary, made a zoning change request of the board.
