New commissioners installed

The special reorganizational Board of Commissioners meeting was held Jan. 4 for the swearing in of two commissioners and appointments of other township officials.

Ron R. Beitler and re-elected Douglas Brown were sworn in by Judge Douglas Reichley.

Brown was elected president; Commissioner Benjamin Galiardo was elected vice president.

Bruce Fosselman was re-appointed township manager. Renae Flexer was re-appointed township secretary and Jeff Waltemyer was re-appointed township treasurer.

Brown, Galiardo and Commissioner Ronald W. Beitler were named as check signatories with Fosselman as the alternate.

Commissioner Ron R. Beitler said his employment with PPL will cause him to recuse himself from any situations involving PPL. Ron R. Beitler also said John Ashcroft, conflict solicitor, is his personal attorney and will recuse himself from any business involving him.

Commissioner Ronald W. Beitler suggested requests for proposals be issued for township solicitor and engineer, not because of dissatisfaction with the present companies, but to see what is out there. Commissioner Brian Higgins said replacing both services at the same time would be very disruptive to the township.

The RFPs would be done more for fact-finding and is nothing against the individuals.

Norris, McLaughlin and Marcus will remain the township solicitor firm.

A fact-finding RFP process will begin containing language for an engineer. The conflict solicitor, conflict engineer, code enforcement officials and alternate inspectors will all remain as they are until the RFP process has been completed.

The following committee chairmen were announced.

•Parks and facilities: Higgins and Ron R. Beitler

•Budget and finance: Galiardo and Ronald W. Beitler

•Planning and zoning: Ronald W. Beitler and Brown

•Roads and sewers: Ron R. Beitler and Galiardo

•General administration: Brown and Higgins.

Jeffrey Machik was appointed to the building code board of appeals with a term to expire Jan. 1, 2019.

Chris Sacchi was appointed to the environmental advisory council with a term to expire Jan. 1, 2019.

Fred Zahradnik was appointed as chairman of the environmental advisory council with a term to expire Jan. 1, 2019.

Tom Beil and Robert Rust were appointed to the planning commission. Julie McDonell was re-appointed to the vacancy board. Tom Sesta and Scott Aquilla were appointed to the zoning hearing board with Sesta being a voting member and Aquilla being a non-voting member.

In other business, several residents have expressed concern over the bike paths on Hamilton Boulevard. Traffic congestion and the intermingling of bikes with traffic is a major issue. In certain places, bike paths are in the vehicular traffic on this road.

A resident expressed his satisfaction with the trash and recycling program, complimenting the staff on politeness, competence and efficiency.

The children and youth program expressed gratitude for the 329 pairs of pajamas and 304 books donated over the holidays.

Army soldiers who received care packages in Afghanistan sent a letter of thanks to the township for the generosity of the residents with their donations.

Faith Church requested a refund of the escrowed traffic impact fee. There is a concern over the traffic study completed as to when it was done and there are questions on the study’s accuracy. A new study will be conducted.
