Board considers additional facility work

The operations committee of the Salisbury Township School District met Nov. 2 to review additional work needed in the district.

The committee gave permission to Director of Maintenance/Buildings and Grounds William Brackett to schedule work to be completed in the summer of 2016. The cost of the projects is $1,265,410 which is included in the $6 million the district borrowed recently.

Work to be completed is the repaving of the parking lot and driveway at Western Salisbury Elementary School, replacement of sidewalks and curbing at WSE, Harry S Truman Elementary School and the administration building, replacement of two kitchen grease traps at Salisbury Middle School and renovation of six restrooms at WSE. New teacher furniture will also be provided at SMS, WSE, Salisbury High School and HST as needed.

Brackett said the HVAC system at HST needs to be replaced at an estimated cost of approximately $5.5 million; however, he needs to get further estimates before coming to the board asking for the money.

Committee members also received an update on the district fund balance which is currently $8,485,529. Following a presentation by Business Administrator Robert Bruchak, the board assigned a portion of the fund balance to the 2016-2017 budget, the Other Post Employment Benefits liability, the Public School Employees Retirement System stabilization and capital reserves for future facilities projects.

In addition, the committee received an update on the General Obligation Bonds, the current debt service and PlanCon reimbursement, the state reimbursement for the high school construction project. All of this was provided to give the board members a clear financial picture should they decide to borrow additional money to replace the HVAC system at HST.

“I want to be really sure about this borrowing after we just borrowed $6 million,” Giordano said.

The committee members asked for additional information/graphs to further understand the existing debt and the PlanCon reimbursement.

“I don’t want to get hit with a large increase,” Dr. Chris Spedaliere said.

The next operations committee meeting will be held Dec. 2 following the reorganization meeting.
