Board to review mailbox policy

Heidelberg supervisors have announced they will review a snow and ice mailbox policy to respond to problems with mailboxes mutilated by snow removal this year.

Although several accumulations of snow and ice this season made for busy plows, Roadmaster Kevin Huber said only a few mailboxes were damaged and the township only received one complaint.

According to Huber, the policy is a proactive approach to possible complaints.

A sample policy, distributed at the board's March 19 meeting states plow trucks must plow snow "to the edge of the right-of-way," which is "16.5 feet from the centerline of the road."

Board Chairman Steve Bachman suggested the amount to replace a damaged mailbox be capped at $50.

Supervisors expect to have a draft of a specific policy to review for the April 16 meeting.

In other matters, a motion passed to appoint Mark Smith, a part-time paramedic for Northern Valley Emergency Medical Services, as Heidelberg Township's representative on NOVA's volunteer board of directors.

Smith accepted the position, but warned supervisors, as he is an employee of NOVA, he will not have voting rights on the board.

Bachman said he is more interested in an open line of communication between the township and the newly appointed emergency medical service.

Smith said, on behalf of NOVA, he wanted to pass along a special thank you to Administrator Janice Meyers, Zoning Secretary Tara Jones and Huber for their hospitality.

"I have not heard one negative comment from residents," said Bachman regarding the township's new emergency services provider.

Director of Public Works David Fink said crews will have to inspect roads to determine how much damage will need to be repaired.

An inspection will have to wait until the remainder of the ice and snow has melted.

Huber said once things start warming up, road crews will start patching potholes and sweeping roads clear of debris left over from salt trucks.

In other matters, Meyers announced the township will participate in the Pennsylvania State Association of Township Supervisors "Support Our Troops" donation drive for National Guard troops.

A donation box has been placed in the lobby of the Heidelberg Township Municipal Building, 6272 Route 309.

Residents can donate and help thank those who serve by donating beef jerky, dried fruit, granola bars, power bars, coffee, powdered drink mixes, sunflower seeds, dry soup packets, candy, game books, playing cards, dice, patriotic knick-knacks, U.S. and Pennsylvania flags and baseball hats by 4 p.m. April 17.
