SALISBURY TOWNSHIP POLICE DEPARTMENT

The Salisbury Township Police Department has released its 2014 traffic safety report, including grant work and citations issued.

In 2014, the Salisbury Township Police Department participated in four different traffic safety grants. These grants allowed officers to enforce traffic safety on township roadways outside of routine patrol. Officers' hourly work rates were paid for under these grants.

The Lehigh County Gaming Grant targeted all types of traffic safety issues on the main east side roadways which accommodate traffic to and from the Sands Casino in Bethlehem.

Under this grant, the department received $12,076.31 for traffic safety enforcement. During this grant, officers conducted a total of 369 traffic stops issuing a total of 380 traffic citations over 46 assignment details. One individual stopped was a fugitive from justice out of Florida and one other criminal arrest was made. There were seven vehicles impounded during this grant.

The second grant was paid for under PennDOT's Aggressive Driving Grant. This grant targeted aggressive driving on designated east side main township roadways.

Under this grant, $7,823.21 was received for traffic safety enforcement. During this grant, officers conducted a total of 536 traffic stops, issuing a total of 636 traffic citations over 59 assignment details. One fugitive from justice was stopped, one criminal arrest was made and one DUI arrest was made. There were nine vehicles impounded during this grant.

PennDOT's Buckle Up PA Grant was the third grant received to target seatbelt usage on designated roadways, particularly in the area of Salisbury High School. Under this grant, the department received $1,524.60 for traffic safety enforcement. Officers conducted a total of 84 traffic stops, issuing a total of 105 traffic citations over 17 assignment details. There were three vehicles impounded during this grant.

The Lehigh County DUI Task Force provided the fourth grant which targeted driving while under the influence of alcohol and/or drugs during roving patrols and/or DUI checkpoints.

The department hosted a DUI checkpoint in the summer of 2014 while "Musikfest 2014" was taking place in Bethlehem.

Under this grant, the department received $1,016.40 for traffic safety enforcement. During this grant-funded sobriety checkpoint, a total of nine DUI arrests were made. There were five people arrested for driving while impaired by alcohol and four people for driving while impaired by drugs. There were also four drug arrests.

During this four-hour checkpoint, there were 804 driver contacts made and 19 actual traffic stops made. One in every 89 drivers stopped entering this checkpoint was arrested for driving while under the influence of alcohol or drugs. Offficers also issued six traffic citations during this checkpoint. One individual stopped was a fugitive from justice with a felony arrest warrant.

The total funds received under grants for traffic safety enforcement, up 35.64 percent from 2013: $22,440.52.

The total number of assignment details worked during grant enforcement time: 126.

The total number of traffic stops conducted during grant enforcement time, up 71 percent from 2013: 1,008.

The total number of traffic citations issued during grant enforcement time, up 127 percent from 2013 and 253 percent from 2012: 1,127.

The total number of criminal arrests made during grant enforcement time: 6.

The total number of fugitive from justice stops made during grant enforcement time: 10.

The total number of vehicles impounded during grant enforcement time: 19.

In addition to traffic safety enforcement, the department conducted and completed a total of 10 traffic safety studies. These traffic studies helped determine the locations and times where speeding issues needed to be addressed. These studies also showed total volumes of traffic as well as other important traffic safety information. Through these studies, special traffic safety details were set up at peak traffic concern times.

The department's traffic safety officer Brian Losagio focused on traffic safety enforcement and crash investigations. At times, when patrol units were short-handed, Losagio would assist in taking calls and making arrests. He was also responsible for conducting the department's traffic studies and processing all parking tickets issued by Lehigh Valley Health Network - Cedar Crest security.

Losagio also issued the highest total of citations for any officer in Lehigh and Northampton counties, a total of 2,037.
